Can you try again? Do you get the PM thing under Paul's (payback's) photo/avatar? I just took you out of "newly registered" and then when I tested your permissions it seemed to work. I'll check and see how long people are newly registered for. I reckon you don't get full access for a time to make sure you're not a dodgy spammer.
