Not sure about opening links in a new window. You can do this yourseld by editing the target thing when adding a link. You need
target="_blank". I'll see if there's a general setting for this.

Do you have photoshop?

You can 'save for web and deivces' You can slide the quality bar until its the right size. Email me it if you want - I'll whizz it back.
