Vimeo lets users upload 500mb files once a week, and allows downloads by other users, for free. So a 3-4 min MP4 would be fine once a week to go up.

Adobe just released a new program called Character Animator- basically you can use your webcam to animate drawings, or potentially photos.

Just became 1000xEasier to make that PWEI animated video.
